Environmental Impact Statement - USACE

The U.S. Army Corps of Engineers, Charleston District (USACE) is preparing an Environmental Impact Statement (EIS) for the potential impacts associated with the proposed construction and operation of the Navy Base Intermodal Facility. Under the National Environmental Policy Act of 1969 (NEPA), the Corps is required to identify and analyze the potential environmental impacts of this project, and to make sure this information is made available to public officials and citizens before decisions are made and before actions are taken. Upon completion of the EIS, the Corps will decide whether to permit or not permit the project as the least environmentally damaging practicable alternative.

Environmental Impact Statement: A document prepared to describe the effects for proposed activities on the environment, including the natural and physical environment, and the relationship of people with that environment.

The U.S. Army Corps of Engineers (USACE) has overseen and guided the third-party Atkins contractor team of resource specialists to gather information and conduct a comprehensive and impartial assessment of the Palmetto Railways proposal for the Navy Base Intermodal Facility and a range of alternatives identified during scoping. The publication of the Notice of Availability for the Draft Environmental Impact Statement (EIS) was published in the Federal Register on April 29, 2016 officially beginning the 45-day public review and comment period. The public and respective agencies had the opportunity to submit written comments on the adequacy of the Draft EIS until July 9, 2016. During the Draft EIS public comment period, the USACE, with the assistance of the third-party contractor Atkins, conducted a formal hearing. Project Team

Palmetto Railways is the project applicant in the NEPA process. The U.S. Army Corps of Engineers (USACE) is the lead Federal agency responsible for the development of the EIS and decision on whether to permit, or not permit, Palmetto Railways’ proposed project as the least environmentally damaging practicable alternative.

USACE Public Hearing
The USACE held a Public Hearing on May 24 to solicit public comment on the Draft EIS prepared for this project. The next public meeting will be held when the Final EIS is published in the fall of 2016.
